Business goal
Take a multi-vendor marketplace from its Ministry of Industry and Trade filing to opening day.
A multi-vendor e-commerce marketplace that had to meet the Ministry of Industry and Trade’s marketplace conditions (Decrees 52/2013 and 85/2021), the 2023 Consumer Protection Law and the 2018 Cybersecurity Law. Three portals: customers, sellers and administrators.
Main modules
- Customer portal: search, a cart that splits into one order per shop, order tracking, returns
- Seller portal: registration with identity checks, products, orders, vouchers, finance and withdrawals
- Admin portal: seller and product approval, content moderation, disputes, platform vouchers, flash sales
- Ministry module: online.gov.vn connection, periodic reports, audit log, investigation exports with two-level approval
- Payments, shipping, SMS/OTP and push notifications
My part
Took a multi-vendor marketplace from its Ministry of Industry and Trade filing to opening day: 47 business processes, 320 test cases and 44 fixes after the ministry’s review.
- Own the project scope, schedule and budget
- Run a team of 8 to 10 on sprints and a weekly client meeting
- Write the process blueprint, the SRS with the BA, and chair UAT
- Govern risk and the Ministry of Industry and Trade registration
- Choose an infrastructure option within the client’s budget cap
Result
- Launchedpassed the ministry’s review and was confirmed as a registered marketplace
- 47business processes in the blueprint, 34 BPMN 2.0 files
- 320test cases in the plan; UAT round one passed with conditions
Problems faced
As a multi-vendor marketplace, SmartShop had to register with the Ministry of Industry and Trade before opening day. That milestone sat on the critical path and depended on a government office, so it could not be compressed. The client capped the monthly infrastructure budget, while the marketplace still had to carry 1,000 concurrent users and keep data under the Cybersecurity Law.
How it was solved
- Put the legal milestone into the schedule baseline as a deliverable with an owner and a due date, then planned the downstream work backwards from it.
- Wrote a 47-process blueprint and turned it into 34 executable BPMN 2.0 files with 291 steps.
- Ran a 22-item fit-gap against the ministry’s conditions and surfaced 3 blockers early; when the ministry replied, split 44 fixes (12 urgent) across BA, frontend, backend and CMS.
- Chose infrastructure that fit the budget cap: one Docker Compose server on CMC Cloud, CloudFlare as CDN and WAF, open-source monitoring, no Kubernetes.
- Built a 320-case test plan prioritised P0 to P3 and chaired the first UAT round.

- Hybrid: five phases on a fixed plan, with development in three sprints (customer portal, seller portal, CMS) and nine baselines from requirements to the final build.
- A 15-minute daily, a weekly internal review and a weekly client meeting; risks tracked weekly and reported to the project director every two weeks.
- A change-request process with a five-working-day client response.
- Quality targets: no severity 1–2 bugs after UAT, at least 98% test pass rate, pages under 3 seconds, two internal audits.
- A legal track in parallel: a 22-item fit-gap against the ministry’s conditions, with an outside legal consultancy reviewing the dossier.
